Peppol Network

What it is and why it matters for B2B in Europe

Peppol stands for "Pan-European Public Procurement OnLine" and is an international network for the standardised exchange of electronic business documents. What began as an initiative for public procurement is increasingly becoming the standard for all B2B invoicing across Europe.

For businesses operating in Germany, Peppol is not yet mandatory — but that may change. The EU initiative ViDA (VAT in the Digital Age) designates Peppol as the preferred channel for cross-border e-invoice exchange. Those who familiarise themselves with the network early gain a strategic advantage.

How Does Peppol Work?

The 4-corner model explained

Peppol is based on the 4-corner model. It works similarly to the email system: sender and recipient do not communicate directly but through certified access points.

Corner 1: Sender

The business that wants to send an e-invoice. The sender creates the invoice in a Peppol-compliant format (Peppol BIS Billing 3.0) and hands it to their access point.

Corner 2: Sender's Access Point

The certified access point validates the invoice, encrypts it and forwards it through the Peppol network to the recipient's access point.

Corner 3: Recipient's Access Point

The recipient's access point receives the invoice, decrypts it and delivers it to the recipient — for example via email, a portal or directly into the accounting software.

Corner 4: Recipient

The recipient business receives the e-invoice through their access point and processes it in their ERP or accounting system.

Analogy: Peppol works like email: you do not need a shared provider, just access to the network. Whether the sender uses Gmail and the recipient uses Outlook — the message gets through. The same applies to Peppol: sender and recipient can use different access points.

The Peppol ID

Your unique address in the Peppol network

Every participant in the Peppol network needs a Peppol ID (also called Peppol Participant Identifier). This ID works like an email address for business documents. Once registered, your business is discoverable in the global Peppol Service Metadata Publisher (SMP) — a central directory listing all Peppol participants and the document types they support.

Where Is Peppol Already Mandatory?

The state of Peppol adoption across Europe

CountryStatusDetails
ItalyMandatory (B2B + B2G)SDI system with Peppol connection; mandatory e-invoicing since 2019

The trend is clear: more and more EU member states are adopting Peppol — first for public sector invoicing, then for all B2B transactions.

Benefits of Peppol for Businesses

Why joining the network is worthwhile

Standardised and EU-Wide

Peppol provides a unified standard for exchanging business documents across Europe. Instead of configuring separate formats and transmission routes for each country and partner, you use a single channel.

Secure and Encrypted

All transmissions in the Peppol network are encrypted. Sender and recipient authenticity is ensured through digital certificates, minimising invoice fraud risk.

Real-Time Delivery

Invoices are delivered in real time — no delays from postal service, email spam filters or missing assignments.

Automatic Validation

Access points validate every invoice before transmission. Faulty or non-compliant invoices are detected at the sending stage.

Preparation for ViDA

The EU initiative ViDA envisages a mandatory real-time reporting system for B2B transactions. Peppol is discussed as the preferred transmission channel. Those already using Peppol are prepared for upcoming requirements.

Outlook: Will Peppol Become the B2B Standard?

The future of e-invoice exchange in Europe

The signs strongly suggest that Peppol will become the dominant channel for B2B invoice exchange in the EU in the coming years. The reasons include EU legislation creating the regulatory framework, growing country-level mandates, increasing network effects and a mature ecosystem of access points and software providers.

For businesses: monitor the development closely and ensure your e-invoicing software supports Peppol. Investing in Peppol-capable infrastructure is not a bet on the future — it is a safeguard against regulatory changes and a competitive advantage in international business.
